Guam FY 2022 Prison Rape Elimination Act (PREA) Reallocation Funds Program

The Guam Bureau of Statistics and Plans, Government of Guam, is applying for the BJA Fiscal Year 2022 Invited to Apply - Prison Rape Elimination Act (PREA) Reallocation Funds Program.  The FY 2022 PREA Reallocation Funds will be used to continue to help facilitate jurisdictional compliance and sustainability of PREA standards by providing for the adequate supervision, monitoring and security of confinement facilities on Guam and to continue to enhance training opportunities, education and awareness for increase in knowledge and expertise in PREA standards. 

The objectives of this program are: 1) to enhance the levels of staffing and security within DOC’s facilities through the replacement of surveillance cameras to aid in the monitoring of “blind spots” or isolated areas; 2) to allow for technical training on PREA Standards for designated PREA Coordinators, staff personnel, service providers, volunteers and contractors to increase knowledge and build staff capacity on PREA standards in order to effectively prevent, detect and respond to sexual abuse or harassment of those confined; and 3) to allow for continued education and awareness through the reproduction of posters and flyers that will be posted in all visible locations throughout the DOC’s and DYA’s facilities and brochures distributed to all staff, confined inmates and detainees, incoming inmates and detainees and confined and detained youth in custody and incoming youth in custody during processing
