Description of original award (Fiscal Year 2022, $149,999)

The Pinoleville Pomo Nation (Nation) is a federally recognized Tribe located in Mendocino County, California, and has 350 enrolled citizens (citizens). Currently, the Nation lacks the proper justice system infrastructure to address crime on the Reservation. The Nation does not have its own police department or an active court system and relies on the County for all law enforcement and justice services. The Nation is requesting CTAS 2022 funding to develop a strategic plan for an overarching and sustainable justice system.
     With CTAS funding, the Nation plans to engage in a comprehensive system wide Tribal Justice System Planning Project. The process includes the employment of a Tribal Justice System Coordinator (Coordinator), who will work closely with the DOJ technical assistance provider to lay out a strategic road map for the Nation. In addition, the Coordinator will coordinate with tribal leadership and outside agencies to get invaluable input for the planning. They will create channels of fluid communication between all key partners involved in the strategic planning. In addition, they will build on partnerships with government and non-governmental agencies, as well as local service providers. Furthermore, the Coordinator will conduct resource mapping for victim services in the locality and state-wide.

     The initial phase of the strategic planning will involve conducting a thorough needs assessment for the Nation. Subsequent planning for the justice system will include developing a tribal police department, the ability for the Nation to begin hearing violations in the Pinoleville Tribal Court, identifying vital ordinances, and resource mapping which are critical to ensure the peace and security of all community members. The primary priorities for the Tribal Justice System Planning Project are to ensure victim safety and to close the gap for victim services on the Reservation.
     With CTAS funding, the Nation will be able to lay the foundations on which to build an overarching and sustainable justice system. The timing for performance of the Purpose Area 2 project is one-and-a-half-year years. The Nation is confident that with the assistance of CTAS 2022 funds the Pinoleville community can look forward to a safer future.
