Proposal Abstract
The Lac Courte Oreilles (LCO) Band of Lake Superior Chippewa Indians is an impoverished, rural, and federally recognized tribe located mostly within Sawyer County in Northwest Wisconsin with a qualified census tract number 9400 and designated as rural by the American Census Bureau. They are requesting funds from the Bureau of Justice Assistance Adult Drug Court Discretionary Grant Program under category 2: enhancement, for their post-adjudication Healing to Wellness Court. They are applying under Consideration Priority 1(A) as explained on page 7 of the project narrative and seeking priority consideration under the rural and tribal jurisdiction.
Their enhancement will open eligibility requirements to LCO tribal descendants and include shortening admittance time by acquiring a diagnostic assessment tool, GAIN-I, which recognizes cultural competence in clinical diagnoses. With their enhancement, they will be able to reduce recidivism by eliminating drug and alcohol dependence for an increased number of justice involved community members at a faster rate.
