Description of original award (Fiscal Year 2023, $120,273)

The Ohio Attorney General’s Bureau of Criminal Investigation (BCI) is responsible for testing all DNA/biology cases submitted by law enforcement agencies in Ohio at no cost. Due to the closure of the Miami Valley Regional Crime Laboratory’s (MVRCL) DNA section and Senate Bill 316 (S.B. 316), caseloads have and will continue to increase.

To meet expected caseloads and enhance overall lab capacity, BCI will use federal funding to buy DNA testing supplies. These purchases will ensure an enhancement in overall timeliness and lab capacity.

To decrease backlog and turnaround time, BCI will purchase consumable supplies. BCI will purchase AmpFLSTR Globalfiler and Trio quantification kits from Life Technologies Corp. These consumable supplies are necessary in the processing of forensic cases, increasing capacity, and the reduction of the DNA case backlog due to the closing of the MVRCL. These supplies will ensure the DNA lab’s capacity is increased by 120 cases.

The Ohio Attorney General’s Bureau of Criminal Investigation requests funding under the Transfer of Funds from the MVRCL FY2020 DNA Capacity Enhancement for Backlog Reduction (DNA CEBR) program award to contribute to the achievement of the following goal and objectives:

Goal 1:  Improve timeliness of forensic services/DNA analysis offered by BCI

Objective 1.1: Enhance the capacity for DNA casework by completing 120 cases through in-house testing by the end of the project period.

Objective 1.2: Maintain a TAT of 40 days or less for active casework by the end of the project period.
