Description of original award (Fiscal Year 2023, $1,343,782)
Delaware’s $1,343,782.00 Byrne SCIP allocation will be composed of three funding parts: the state share (60%, or $806,269), the local pass-through direct funding (36%, or $478,806), and the local pass-through for less than $10,000.00 (4%, or $58,707). Delaware will utilize grant funds to implement, expand, and improve the awareness, understanding and utilization of the Extreme Risk Protection Order law and operate a statewide gun violence reduction program. The Delaware Criminal Justice Council (CJC) will be the fiscal agent and administer the funding. The strategy will utilize evidence-based approaches and focus on two main goals: increasing extreme risk protection and state crisis intervention efforts and the reduction of gun violence including shooting incidents and homicides. CJC will also work with partners statewide and the DVCAC to ensure that “measures have been taken to safeguard the constitutional rights of an individual subject to a crisis intervention program or ERPO initiative” as outlined in the solicitation for SCIP funds.
Based on a review of current efforts and needs in the state, the following areas are being targeted and considered for funding:
Training for those implementing ERPO programs, including but not limited to, judiciary and court staff on ERPO proceedings; training for family members and the general public on ERPO; and training for first responded on ERPO
Outreach to community members, stakeholders, municipal leaders, law enforcement agencies, and those engaging with at-risk individuals to raise public awareness about the value and public safety benefits of ERPO laws and programs, and promote the importance of effective implementation and enforcement, as well as program development and enhancement.
Specialized court-based programs such as drug, mental health, and veterans treatment courts, including those that specifically accept clients with firearm violations
Threat assessment training for prosecutors, judges, law enforcement, and public defenders
Technology, analysis, or information-sharing solutions for ensuring law enforcement, probation, prosecutors, the courts, and public defenders are informed when a prohibited person attempts to purchase a firearm
