The County of Maui operates a countywide Public Safety Radio System (PSRS) comprised of 23 radio and network link facilities. In the West Maui area, there are two sites that provide the bulk of radio communications for Police, Fire, Public Works, Water, and Emergency Management. As the number of users has increased since the system’s deployment, these West Maui sites have been experiencing System Busies, a condition where there are not enough channel resources to support all of the radio calls being made through the site. While this is normally not an issue on Business-Class systems, it presents an unacceptable risk to the Public Safety users.
It should be noted that one of the two sites in West Maui has the highest number of calls per channel, 27,505.25 calls per channel in February 2023, 1,861.75 more calls per channel than the busiest large site with a higher channel count. This project seeks to expand the channel capacity in two locations, the Hyatt Regency Maui rooftop site and the Kaʻanapali Beach Club rooftop site, both servicing West Maui in the areas of Lahaina, Kaʻanapali, Honokōwai, and Kahana.
