Description of original award (Fiscal Year 2023, $3,984,000)

The Government of the Virgin Islands - Virgin Islands Police Department proposes to implement the Marine Enforcement Vessels project.  The purpose of this project is to purchase three (3) marine enforcement vessels to be utilized in U.S. Virgin Islands waters, specifically St. Thomas, St. Croix, St. John and Water Island.  This project will further enhance the Virgin Islands Police Department's (VIPD) capacity to fight crime by equipping the Department with up-to-date technological marine assets. Project activities include the purchase and utilization of three (3) technological marine vessels to patrol territorial waters, seizures of illegal vessels and persons, and gathering of intel to deter illicit smuggling and piracy activities.  Expected outcomes include the continued patrolling of the Territory’s waters, seizures of illegal vessels and persons who aim to gain entry in the United States by way of the US Virgin Islands, and improved intelligence gathering to deter illegal smuggling and piracy. Citizens and visitors of the United States Virgin Islands are the intended beneficiaries of the project.
