This purpose of this project will provide emergency backup communications equipment for the City of Scottsdale and adjoining jurisdictions and the primary activities will include two equipment purchase projects.

First project will be the purchase of six handheld satellite phones and data service package for twelve months for the City of Scottsdale Office of Emergency Management. After the initial twelve months, the City of Scottsdale will absorb the data package cost ongoing. Handheld satellite phones are a redundant emergency communications tool which may be used when landline and/or cellular/radio communications infrastructure is saturated or fails.

Project two will purchase one portable emergency backup Cellular/Wi-Fi/Data communications Cellular On Wheels (COW) unit which allows the City of Scottsdale Office of Emergency Management-public safety to directly connect via satellite and/or internet fiber connection, and replicate and boost communication signals around the device. This unit utilizes Band 14 dedicated technology allowing for prioritized emergency communications conduits separate from public infrastructure access.

The expected outcome of this project will provide significant communications redundancy to the service areas and all public safety entities in and around the City of Scottsdale, although there are no direct subrecipients. during planned event emergencies and unplanned no-notice emergencies while providing a redundant solution which allows the City of Scottsdale plus internal and external partners to have assured communications in every scenario.
