Description of original award (Fiscal Year 2023, $1,000,000)

In keeping with the public demand for increased police training and professionalization and both the national and state reform initiatives regarding police accountability, use of force, de-escalation techniques, implicit bias, intervention, community interactions, and behavioral health of law enforcement officers, there is no organization better situated than Northern Michigan Law Enforcement Training Group (NMLETG) to provide these comprehensive training services on a regional basis at Camp Grayling. NMLETG looks forward to maintaining a longstanding relationship with the Michigan Army National Guard at Camp Grayling, Michigan. NMLETG also looks to have the Michigan State Police (MSP) assist them in bringing their quality training programs into the region by establishing a MSP Training Office, in partnership with NMLETG, to serve their District 7 and 8 training requirements. The training initiative will emphasize the banning of chokeholds, de-escalation, officer's duty to report excessive use of force, and implicit bias.

NMLETG developed an affordable business model that provides the financial stability necessary for success to support these near and long-term objectives. A NMLETG public safety facility is essential, including areas for physical training, classrooms, dining facilities, instructors, administrative, business office, quarters, and storage. These concepts are included in their 2020 strategic plans. NMLETG requests a staff review of any federal or state funding that they may qualify for that can be applied toward implementing these plans.
