Description of original award (Fiscal Year 2023, $134,075)
The Arkansas Department of Finance and Administration, Office of Intergovernmental Services will utilize the Fiscal Year 2023, SORNA reallocation funds to provide the following:
Request for continuation of efforts towards SORNA compliance, maintaining current SORNA requirements, and reconstructing/building the sex offender registry through a sub award issued to the Arkansas Public Safety Department/Division of Crime Information Center for project implementation.
The Department of Finance and Administration, Office of Intergovernmental Services will administer JAG/SORNA funding for this grant and will pass through the funding on a disbursement/reimbursement basis to Arkansas Public Safety Department/Division Crime Information Center, who has been charged with performing the tasks that would draw Arkansas closer and/or finalize “substantial compliance” with the requirements of SORNA and address the Adam Walsh Act. Fiscal Year 2023 reallocation funds will be utilized to continue and support the rebuilding, redesigning and reconstructing of a new management system for the operation of the sex offender registry system. The new system, CENSOR 2, will not only address and resolve issues pertaining to data collection, tracking, and retrieval of data/communications as well as reporting to NCIC, but it will also provide for electronic notifications of offender issues to local law enforcement agencies. The in-house customized system, CENSOR 2, will be more feasible, user friendly, and more efficient as it relates to mapping capabilities, updating of information nationally, and transferring of files. The development of the new system will take multiple years to finalize and complete. The SORNA reallocation funding has been designated to support the financing of the new system.
