The Iowa Division of Criminal Investigation (DCI) is a subset organization of the Department of Public Safety. Since 1995, the DCI has been statutorily required to maintain the information that is posted to the Iowa Sex Offender Registry. The DCI has been building on the project since that time by assembling a central database, adding infrastructure, hiring key validation staff and forming a sworn unit of Special Agents to work exclusively on Sex Offender Registry compliance cases. Today, the SOR sends out approximately 58,000 public email notifications per month on the changes in offender’s status or relevant information. In addition, the public website receives nearly 2,000,000 hits per month.  The Iowa SOR office provides members of the public detailed information about registered sex offenders, conducts investigations concerning violations of the registry law and works with the Unites States Marshals Service on a routine basis. Through the requests in this proposal information will be provided to the public as well as criminal justice agencies in a more timely and accurate manner.

The funding available through the SORNA Reallocation Funds Grant is important to not only move the state of Iowa towards compliance with the federal Adam Walsh Child Protection and Safety Act but also to maintain the great strides the state has made in the program in the past 24 years.

Previous SORNA awards were used to update the Iowa Sex Offender Registry Database (ISORD).  The 2023 SORNA award will be used to make revisions/enhancements to the SOR system.  Funding will also support training of DCI staff and local partners.
