The Michigan State Police will implement the Residential Substance Abuse Treatment (RSAT) program through partnerships with subrecipients to break the cycle of addiction and crime among the prison population, reduce economic and societal burdens of criminal recidivism rates, and produce cost-saving benefits in the Michigan criminal justice systems. The RSAT subrecipients will provide an intensive programming environment designed to target the substance abuse, case management, and re-entry needs of the felony jail populations. Subrecipients will comply with RSAT program requirements by conducting random and periodic drug tests of program participants, maintaining multidisciplinary partnerships with state and local service providers, and providing community-based aftercase services for participants. Treatment provided through each RSAT program draws on a multitude of evidence-based practices that address substance use disorders and criminogenic factors. Anticipated outcomes from the RSAT programs include consistently negative drug test results among participants, a reduction in recidivsm rates among participants, and observable cost savings for subrecipients.
