The Commonwealth of the Northern Marianas Islands’ Criminal Justice Planning Agency (CJPA) proposes to implement the CNMI Residential Substance Abuse Treatment Program.
The purpose of this program is to develop and establish substance use disorder (SUD) residential treatment services within the CNMI Department of Corrections (DOC) facility. The Department of Correction is the only state correction facility (referred to as the jail) in the CNMI. The Department of Correction’s service area is located on the main island of Saipan. Substance use disorder treatment and reentry services will be provided to individuals incarcerated at the jail.
Project activities will include: (1) developing and establishing a jail based residential program; (2) implementing a 6-12 month program of evidence based SUD treatment services within the jail; and (3) focusing on reentry and transitioning back into the community, which will include collaborating with state SUD providers for continued post release treatment services and aftercare.
Expected outcomes of this project will be (1) the development of the jail based residential program, (2) the development of the standard operating procedures, (3) executing memorandum of understandings with collaborating partners, (4) capacity building—training of correction officers, including the clinical supervised contact hours for counselors in-training, and (5) the delivery of services to inmates.
The intended beneficiaries of the proposed program are the pre-release and post release offenders, including pretrial detainees.
The subrecipient for this grant is the CNMI Department of Corrections.
