Description of original award (Fiscal Year 2023, $136,566)
Although the Oregon State Police (OSP), Sex Offender Registry (SOR) Section has utilized grant funds and other resources to implement specific SORNA-related activities and continues to make progress towards substantial implementation of SORNA requirements, the State still remains deficient in certain areas. OSP, SOR proposes to address some of these areas with this FY 2023 SORNA Reallocation Program Grant award request.
Sharing non-compliant offender information between OSP SOR and local agencies is important for agencies to notify communities when necessary and help keep communities safe, to assist with enforcement and sweeps, and provide other resources when possible. As part of the 2023 SORNA Grant proposal, OSP proposes to continue the work by a grant-funded Research Analyst 2 (RA2) position to research the list of additional non-compliant sex offenders discovered through the recent validation process and determine if any non-compliant offenders should not be forwarded to local agencies; continue working with law enforcement agencies/other agencies (National Center for Missing and Exploited Children, Sex Offender Tracking Team) and the U.S. Marshals Service to compile non-compliant information for ‘sweep’ packets, information utilized to conduct area enforcement sweep activities.
If awarded, funding will allow us to continue the important work provided by the RA2 with assisting and strengthening relationships with local law enforcement agencies and the U.S. Marshals Service to decrease the number of non-compliant sex offenders.
