The District Attorneys Council will subgrant the FY 2023 award to three (3) subrecipients: Oklahoma Department of Corrections (ODOC), Oklahoma Office of Juvenile Affairs (OOJA), and Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS).

ODOC seeks funding through the RSAT grant to assist in funding programs in two medium -security institutions. RSAT funding will allow for a continuation of therapeutic services to address the substance abuse treatment needs of offenders prior to discharge and release into the community.

OOJA seeks to fund the RSAT Juvenile Relapse Avoidance Project (J-RAP) Continuum to be implemented for the purpose of addressing a state-priority juvenile justice need as identified through statistical data and demonstrated service gaps. The J-RAP Continuum would serve at-risk juveniles in avoiding relapse upon their return to their communities. The goals of this project are to decrease recidivism related to resumption of substance use and to improve positive outcomes, such as completion of education and obtainment of employment.

RSAT funds will be used to enhance existing reentry initiatives of ODMHSAS by providing a transitional housing component. Processes will be implemented in not only prison- and jail-based programs, but also in aftercare settings. Each program participant will be connected to safe and recovery-supportive housing such as recovery residences, lease-based rapid-rehousing, or other supportive shelter options. Funds will enhance existing ODMHSAS contracts serving the reentry population within adult outpatient or residential programs, including Reentry Intensive Care Coordination Teams and Reentry Care Navigation.

The District Attorneys Council ensures coordination and collaboration with ODOC, OOJA, and ODMHSAS in implementing residential substance abuse treatment programs.
