Description of original award (Fiscal Year 2023, $1,307,921)
It is the intent of PCCD to use RSAT funds to address four project areas: (1) Support in-house, jail-based, including county jail work release centers, Medication Assisted Treatment (MAT) including treatment and services to address opioid use reduction. This approach will include evidence-based programs (EBPs), that develop an inmate’s cognitive, behavioral, social, vocational, and other skills, to solve the substance use and other related problems of the offender. (2) Support the expansion of PADOC’s MAT program through three staff positions and their associated travel. (3) Support a mobile MAT unit to provide treatment services to PADOC MAT program reentrants who are not covered by Medical Assistance (MA) upon release to the community. (4) Support the expansion of a network of Certified Recovery Specialists at the PADOC through training and certification.
PCCD intends to use a portion of RSAT funds to implement MAT conjoined with EBPs at the county jail and work release center levels. As part of PCCD’s competitive solicitation process and upon approval of RSAT funds, eligibility for MAT programs will apply exclusively to counties. PCCD intends to use the remainder of RSAT funds to support a direct subaward to the PADOC for MAT staff positions, the mobile MAT unit, and the expansion of a network of Certified Recovery Specialists.
