The Wisconsin Department of Corrections has the statutory obligation to carry out the requirements of the sex offender registry and community notification. Currently, Wisconsin has 26,511 registered sex offenders with an average increase of ten new registrants per week. Wisconsin Sex Offender Registry continues to work toward implementation of the requirements the Adam Walsh Act (AWA), also known as Sex Offender Registration and Notification Act (SORNA). Wisconsin is asking for funding to upgrade and enhance its Sex Offender Registry websites and database. New functionality will afford law enforcement the ability to have expanded search capability of sex offender registry data to aid in investigations. This is particularly important during non-traditional business hours and for possible child abductions when time is critical. Additionally, the enhancement will provide any user the capability to get expanded notification when certain changes are made to a registrant’s record. Another improvement will include providing Probation and Parole Agents the ability to access information about registrants to assist with compliance. Wisconsin is asking for funding to purchase prevention and education materials as well as funding staff for ongoing training and conference attendance to further education of sex offender management. Funding under the Fiscal Year 2023 SORNA Reallocation grant will enhance public safety and sex offender management, expand professional knowledge of staff, increase accountability of sex offender registrants and increased and improved prevention awareness against sexual predation.
