Description of original award (Fiscal Year 2023, $85,050)

Colorado’s 2023 JAG PREA reallocation will be used to support efforts in the state of Colorado to remain in compliance with PREA Requirements. These funds will be granted via a process that solicits an application from both the Colorado Department of Corrections (CDOC) and the Colorado Division of Youth Services (DYS). CDOC and DYS will continue prior efforts to address the PREA requirements and to remain in compliance with PREA. This will include continued assessment processes, scheduled facility assessments, and pre-audits for the facilities not scheduled for a national PREA audit in that year. This system of PREA assessments and pre-audits uses CDOC staff trained in what to look for at a facility based on the national PREA audit standards and procedures.
The CDOC will use the 2023 JAG PREA funds to address current deficits and additional on-going needs for compliance to address issues that would help deter the sexual abuse and sexual harassment of inmates. For PREA Standards 115.13 and 115.18, funds will be utilized for additional video monitoring in facilities.
DYS will utilize 2023 PREA Program funds for Platte Valley and Gilliam Youth Detention Centers for monitoring technology improvements to continue compliance with PREA Standard §115.311 Zero tolerance. In addition, PREA Standard §115.318 Upgrades to Facilities and Technologies requires that we "consider how such technology may enhance the agency’s ability to protect residents from sexual abuse." The same funds will also aide the agency to remain in compliance with PREA Standard §115.372 Evidentiary Standard for Administrative.
