Description of original award (Fiscal Year 2023, $1,500,000)

The Texas Ranger Division (TRD) of the Texas Department of Public Safety (TXDPS) seeks funding from BJA’s SAKI, under Purpose Area four, to investigate and prosecute cold case sexual assault cases in Texas.

Funds obtained through the Purpose Area 4 grant, C-BJA-2023-00036-PROD4, will assist the TRD to fund the investigation and prosecution of these cold case sexual assaults. Funding will also assist TXDPS CODIS Laboratory with the cost of performing familial searches on identified criteria cases being investigated under the SAKI Grant. TXDPS’ goal is to identify, arrest, and bring to justice individuals whose DNA produces a match to cold case sexual assaults and homicides. TXDPS proposes the following strategies to meet this goal: provide pertinent paid overtime to the Texas Ranger cold case coordinator, field rangers, designated lab official, grant specialist, CODIS forensic scientists, and crime analyst to continue to review criteria cases with evidential unknown DNA, aggressively investigate new leads in cold cases that are developed as the result of advanced DNA testing methods; enter cases into ViCAP, and perform all grant reporting activities.
