Description of original award (Fiscal Year 2023, $7,000,000)

The Office of Criminal Justice Services (OCJS) respectfully requests a programmatic update to the Comprehensive Opioid, Stimulant, and Substance Use Site-based Program grant 15PBJA-23-GG-02376-COAP. OCJS is requesting to expand the programming to include other forms of deflection.

The Ohio statewide 2023 COSSUP grant application was funded to support the creation, expansion, or enhancement of local quick response teams, a type of “Naloxone Plus” deflection program. We would like to expand this support to include other Naloxone Plus forms of deflection, such as Drug Abuse Response Teams (DART) and Drug Overdose Response Teams (DORT), as well as other deflection models, like self-referral and active outreach, all endorsed by Police Treatment and Community Collaborative (PTACC), please see PTAC_visual_detailed_FINAL (ptaccollaborative.org).

At the time we wrote the application, Quick Response Teams (QRT) were the primary type of deflection program in Ohio. While they still are the primary deflection program, we are recognizing that there are other deflection programs in Ohio that serve the same purpose but may do so in a slightly different way, and we don’t want to inadvertently exclude these deflection programs from applying for local COSSUP funds through this grant. We wish to allow other deflection programs the chance to compete for COSSUP funding when we release the Request For Proposals (RFP).
