Description of original award (Fiscal Year 2023, $56,000)

The City of Las Vegas Municipal Court proposes to implement the Body Worn Camera Policy and
Implementation Program. The purpose is to improve transparency and accountability and improve
service to the public by updating the agency’s existing policy and procedures on BWC use. The court
will convene stakeholders to help review and revise our existing body worn camera policy, and it will
purchase 28 cameras for court marshal use. As a part of city government, the Las Vegas Municipal
Court has its own dedicated marshal unit: law enforcement officers who provide court security,
transport defendants to and from custody, execute warrants, and monitor individuals sentenced to
house arrest. All of these functions entail direct contact with private citizens. The Las Vegas Municipal
Court Marshal Unit began utilizing BWCs in 2015 and has had its current written policy in place since
2020. BWCs were implemented to help the Las Vegas Municipal Court Marshals Unit improve public
service, promote legitimacy, and provide a sense of procedural justice following law enforcementcitizen
interactions. BWCs also create a public record that allows the community and the court to
better review and understand law enforcement actions. The overarching goal of the program is to
improve transparency and accountability and improve service to the public by updating the agency’s
existing policy and procedures on BWC use.
