Description of original award (Fiscal Year 2023, $29,795)

The Dubuque 2023 Law Enforcement, Prevention, Investigative and Tactical Response Project consists of three components with the goal of the project to assist local law enforcement with enforcement, prevention, and tactical response efforts. The City of Dubuque is part of a disparate jurisdiction which includes Dubuque County. Funding eligibility, as defined by the 2023 Iowa JAG Allocation list, defines $29,795 Municipal, and $0 for County. Funding, if awarded, will be supporting both Municipal projects and joint overtime projects.
Equipment-Tactical: Provides equipment funding for the following: Funding for the acquisition of Simuntion discharging weapons to be utilized in law enforcement training.
Equipment – General: Provides communication equipment funding for portable radios to be assigned to individual officers for use in crowd scenes or daily use as needed.
Traditional police training can be time-consuming, unrealistic and expensive. Virtual Reality (VR) training/Equipment options represent the future of training as it brings the training to potentially wherever the officer is. VR brings immersive training scenarios, and innovative training methods. The benefits are reduced costs associated with overtime, travel, and actual costs of the training, with the benefit of having improved outcomes.
Overtime: Provides funding for prevention and investigative activities, to include the response to specific areas based on needs determined by statistical analysis as well as intelligence information, including but not limited to: Addressing increases in burglaries, thefts, firearms discharges, and increased illegal narcotic activity. Grant funds would provide overtime for special projects for specific problem areas in the community and is available to both Dubuque Police Department and Dubuque County Sheriff’s Office.
