The City of Moline will utilize the grant award to outfit a new Crisis Containment Unit vehicle, purchase supplies for the newly established Mobile Field Force, and purchase new chairs for the 24/7 command office. The Crisis Containment Unit is a multi-jurisdictional tactical team comprised of police officers with advanced training in special tactics and weaponry and tactical emergency medical support. Unit members are recruited, selected, trained, equipped, and assigned to resolve critical incidents involving a threat to public safety, which would otherwise exceed the capabilities of traditional law enforcement first responders. The purchase of the van is a budgeted expense however; the cost to outfit it to meet the needs of the team is not. The outfitting of a new van will provide safe and efficient transportation of team members to critical incidents. Additionally, the grant funds will be utilized to provide supplies to the Mobile Field Force, a multi-jurisdictional team made up of officers from participating agencies that can be deployed upon request in situations of civil disturbance or unrest. This equipment includes helmets, cold fire spray, cold fire molle pouches, and an equipment bag. Finally, the remaining funds will be utilized to replace officer chairs with specially designed chairs built to withstand tough 24/7 multi-shift work environments.
The City of Rock Island will utilize the grant award to purchase a Polaris Ranger Crew SP570 NorthStar Edition, which will allow for greater response times, maneuverability, and versatility while at special events with large crowds where it might be difficult to utilize a police squad car. The police utility vehicle will also be able to access locations that have physical or installed barriers that would normally restrict or make it difficult to have vehicular traffic. Unfortunately, special events with large crowds continue to be a target for active shooter situations. This police vehicle is essential to the maintenance of public safety and good order and will allow officers to respond more effectively in critical incidents.
The County of Rock Island will utilize the grant award to purchase laptops and accessories to support the inmate GED program. The Adult Basic Education/GED Program provides primary or secondary-level education to offenders in custody, with the opportunity to complete a GED. The primary outcome of this program was implemented to achieve is a reduction in recidivism.
