Description of original award (Fiscal Year 2023, $2,652,976)

The City of Chicago Police Department (CPD) is working on many fronts to respond to violent crime clearance rate issues resulting from several interrelated factors, including both fatal and non-fatal shootings and cold cases; community unwillingness to speak out as witnesses to crime or to identify criminal actions; and police accountability issues due to allegations of misconduct. CPD will use JAG funds throughout the City of Chicago, and in certain high priority districts, with a population total of 2.7 million people.

The disparate municipalities are facing similar challenges with staffing shortages and equipment needs necessary to combat crime throughout their jurisdictions. JAG funding will be utilized to fill critical shortages.

The program goals are to strengthen and increase local capacity for law enforcement; criminal justice prevention and intervention programs; minimize and avoid reductions in essential crime prevention and intervention services; and reduce recidivism by emerging adults on probation.
The CPD, Cook County, and disparate partners will accomplish these goals by activities such as, but not limited to: technologies to assist in addressing violent crime, community outreach to homicides and non-fatal investigations; updated technology to improve access and efficiency for remote communications for online community access and information; data sharing across departments, addressing critical training needs for sworn personnel; replacement of police patrol vehicles and law enforcement equipment; and contractual services to support law enforcement efficiencies and compliance.

Each disparate partner will coordinate their programs and expenditures separately. The City of Chicago Office of Public Safety Administration (PSA) and the Comptrollers' Office will be responsible for fiscal management of award funds and quarterly fiscal reporting. Performance metric reports will be managed by CPD as lead agency in coordination with Cook County and disparate partners. The PSA’s Finance Division, Procurement Section and JAG Project Manager will be responsible to manage and monitor grant fund expenditures and agreements.
