My Health My Resources of Tarrant County (MHMR) requests funding for
the Adult Drug Court opportunity to enhance and improve drug court operations and behavioral
health treatment through the implementation of Moral Resonation Treatment (MRT). MRT is
designed to reduce substance use and recidivism among high-risk participants, specifically in the
Tarrant County Adult Drug Court (DIRECT to Recovery, or DTR). This project seeks to provide
treatment and services to address substance-use disorders (SUDs) and co-occurring disorders
(CODs) through a range of evidence-based treatment modalities and interventions, prioritizing
HR/HN persons involved in the Tarrant County court system. The Direct to Recovery
Enhancement Project will address four gaps in the current court’s response to people with SUD.
Gap 1: Addressing criminal thinking tendencies with MRT, at the beginning of the treatment
process as opposed to post-violation, will substantially curb the number of individuals sent to
long-term state treatment. Gap 2: Expanding of peer support/case management services staff.
Gap 3: Challenges in expediting treatment to residential services. Gap 4: Inadequate stable
housing. DTR seeks to strengthen ATC operations, treatment, and recovery support services for
HR/HN offenders with the addition of MRT, hiring of peer support specialists to perform case
management services, retainment of a residential bed at Pine Street treatment facility, and
recovery housing. Research Division (RD), an independent division of MHMR, will evaluate this
project. RD will assign a project evaluator to monitor the project’s adherence to best practices
and standards and its effectiveness, as well as track participant outcomes, drug testing results,
graduation rates, lengths of stay, new arrests, probation violations, and demographic information.
The evaluator will compile and distribute reports to project management, and data collected will
be reported as required.
