Description of original award (Fiscal Year 2023, $900,000)

The City of Maumee Municipal Court proposes the planning and implementation of an adult treatment court (ATC). This will be a post-adjudication adult drug court program in Maumee, Ohio (serving a population of 46,000). The focus of this Category 1 post-adjudication implementation ATC project is on illicit substances (excluding alcohol). We will establish the infrastructure for the ATC, hire key personnel, reinforce key community partnerships, develop a steering committee, begin taking clients, and evaluate the ATC to continuously improve delivery and effectiveness. We anticipate building the infrastructure of having a functioning, effective, and responsive ATC to help our community. Due to the very high needs of the area, it is our hope to sustain the ATC following the conclusion of federal funding. Our key partners are attorneys (including prosecutor and defense attorneys), probation staff, our evaluation partner (consisting of three area experts on drug courts, evaluation, and substance use), local treatment providers, the Maumee Police Division, the Mental Health and Recovery Services Board of Lucas County, and peer support specialists. A steering committee would be formed that consists of these key personnel. Intended beneficiaries will be at least 70 participants over the life of the grant. Program length will be finalized in the planning phase but is currently envisioned as a 12-month minimum with a 24-month maximum. We propose to serve HR/HN, nonviolent, misdemeanor adults who have been diagnosed with SUDs. Our target population will be residents of Maumee and Southern Lucas County, Ohio. Planning and implementation activities will be oriented around implementing NADCPs 10 Best Practice Standards with particular emphasis on Standard 1 (Target Population), Standard 4 (Incentives, Sanctions, and Therapeutic Adjustments), Standard 5 (Substance Use Disorder Treatment), Standard 7 (Drug and Alcohol Testing), Standard 8 (Multidisciplinary Team), and Standard 10 (Monitoring and Evaluation).
