Description of original award (Fiscal Year 2024, $110,000)

The City of Soldotna Police Department (SPD) is seeking support to procure, train, and equip officers with state-of-the-art emergency care equipment to effectively respond to active shooter or mass casualty incidents in and around Soldotna, Alaska. The escalating frequency of active shooter incidents nationwide underscores the urgent need for law enforcement agencies to be prepared for such crises. In 2021 alone, the FBI reported 61 active shooter incidents resulting in 103 fatalities and 140 injuries, highlighting a concerning upward trend. Soldotna, with its six schools, numerous businesses, churches, and diverse public spaces, faces inherent risks of mass casualty events. Notably, in 2008, the Central Peninsula Hospital, located within Soldotna, experienced an active shooter incident, emphasizing the local relevance of this threat.

The SPD, consisting of nine sworn police officers, three sergeants, one lieutenant, and led by the Chief of Police, serves a population of approximately 4,400 residents of Soldotna, and an additional 35,000 individuals in the surrounding communities who utilize Soldotna as a professional and retail hub. Soldotna sits at the intersection of two major highways, and during the summer months, tens of thousands of visitors travel to and through Soldotna to fish, recreate, and enjoy the beauty of Alaska. Despite its modest size, the SPD is deeply committed to community service and prides itself on its innovative approach to public safety.

To address the critical need for enhanced emergency response capabilities, the SPD seeks funding to acquire life-saving equipment and provide comprehensive training for officers. This initiative aims to equip first responders with essential tools and skills to mitigate the impact of mass casualty incidents and save lives in emergency situations. By investing in this project, stakeholders can help ensure the safety and well-being of Soldotna residents and visitors, while empowering the SPD to fulfill its mission of providing the highest level of service to the community.
