Description of original award (Fiscal Year 2024, $208,000)

The Franklin Police Departments mission is to enhance the quality of life in the community through the protection of life and property, fair and unbiased law enforcement, and community partnerships.  As such, the Franklin Police Department is committed to providing transparency to the community and ensuring police officers are acting as professionally and appropriately as possible. The use and implementation of a body worn camera program will facilitate the mission and civil liability resulting from wrongful accusations of misconduct.     

     The city of Franklin has approximately 9,600 residents.  The Franklin Police Department handles over 32,000 calls for service each year and averages around 600 arrests.  Accompanying those calls for service and arrests come citizen complaints.  The complaints were related to a variety of issues including un-professionalism, excessive use of force, and improper procedures.  Each complaint and reviewed by the Chief of Police and subject to an Internal Investigation. The highlights of the Franklin Police Department desire to ensure officers are acting professionally and appropriately and decrease citizen complaints through the use of body worn cameras. The transparency provided by the body worn cameras will help foster a stronger bond with the community and its citizens.  An informed and involved community is a safer one.
