Description of original award (Fiscal Year 2024, $48,000)

The Manchester School District is comprised of 20 schools including a developmental pre-school, 12 elementary schools, 4 middle and 4 high schools. There are over 12,000 students attending and over 2,000 staff. MSD is the largest district in the state of NH and includes the highest number of students on free and reduced lunch programs and has the most diverse student population. Safety is of the utmost concern for our district and in recent years, MSD began implementing a myriad of safety measures in response to surveys and a rise in school violence. Some of these measures include the installation of security equipment such as cameras, card readers, and remote locking devices. In addition, MSD is striving to conduct Active Attack CRCC Training throughout the year in order to better prepare the entire MSD staff in protecting students and families. The training will provide pertinent information on a variety of themes related to the topic including steps to take, the role of shock and how to manage this, and ways to respond a prepared and rational way in the event of a serious threat to the school.  The MSD is requesting $48,000 for the following: Participation at the Active ALERRT Conference in San Marcos, TX (December 2 – 5, 2024), 6 Training sessions for the 24-25 school year for a total of 450 Manchester School Staff trained in Citizens Response and Casualty Care (CRCC); 484 Swat-T Tourniquets to be deployed at 20 schools and district locations in the city; 21 Go Bags (Emergency preparedness and response kits for the schools; and Police Details to cover officer rates for the training days. The expected outcomes are SRO training, improved staff awareness of procedures related to potential active attacks, enhanced coordination with reporting and response, better integration within our school safety teams related to threat response and other emergency actions, and greater coordination between the MSD and Manchester Police Department related to threat analysis and threat response.
