The Criminal Justice Coordinating Council (CJCC) of Georgia, serving as the State Administering Agency, is pleased to submit this application for the FY 2024 Residential Substance Abuse Treatment for State Prisoners Program Formula Grant. The CJCC seeks funding to support efforts in reducing recidivism among the offender population at both the state and local levels. In collaboration with the Georgia Department of Corrections (GDC), the Georgia Department of Juvenile Justice (GDJJ), and local agencies as subgrantees, the CJCC plans to allocate these funds toward evidence-based substance abuse and opioid abuse programs for incarcerated adults and juveniles statewide.
Since 2012, Georgia has undertaken significant and ongoing criminal justice policy reforms aimed at transforming the treatment of juvenile and adult offenders. The state strategically aligns federal funding with its initiatives, including a multi-facility juvenile RSAT program at the DJJ, an expansion of the adult RSAT program at the GDC, and various local-level adult RSAT programs. The primary goal of this grant funding is to help agencies reduce recidivism rates by continuing to provide and enhance services for offenders diagnosed with substance use disorders. Programs based on best practices and providing sufficient treatment have demonstrated the potential to reduce recidivism by up to 40 percent. The funds will be allocated to state and local correctional facilities to sustain and improve their RSAT programs.
