Description of original award (Fiscal Year 2024, $663,040)

The Residential Substance Abuse Treatment (RSAT) for State Prisoners Program “assists states and local governments in the development and implementation of substance use treatment programs in state, local, and tribal correctional and detention facilities.” The program may also “create and maintain community reintegration services for individuals after they are released from incarceration.” The Indiana Criminal Justice Institute (ICJI) proposes to utilize the FY 2024 RSAT funds to support new and current local treatment resources that have high concentrations of substance use problems. ICJI will also continue to support substance use treatment programs for offenders incarcerated in the Indiana Department of Correction (IDOC) and/or local communities as requested.  Priority will be given to programs that provide evidence of ongoing sustainability efforts and adherence to evidence-based practices.  RSAT facilities will utilize funds for jail-based treatment programs which provide forms of aftercare services that offer additional education and support for program participants after release.  On-going substance use treatment services are to be provided through community partnerships; collaboration will be encouraged during the competitive funding announcement and during informal outreach to proposed programs.  Additionally, programing should include methods of treatment and services to address opioid abuse reduction.
