Description of original award (Fiscal Year 2024, $647,145)
The Office of Criminal Justice Programs’ (OCJP) primary goal in administering FY24 Residential Substance Abuse Treatment for State Prisoners (RSAT) funds is to enhance, prepare, and assist the Tennessee Department of Correction (TDOC) in implementing and continuing effective and high-quality residential substance use disorder (SUD) treatment programs that address the comprehensive needs of the offender population. In addition to SUD treatment, OCJP seeks to incorporate other key components of successful rehabilitation into the RSAT program, including substance use recovery education programming, vocational training and job placement assistance, life skills training, social skills development, family therapy, cognitive restructuring, and other skills to address SUD and related problems.
Tennessee proposes to continue funding the Tennessee Department of Correction (TDOC) with the 2024 RSAT award. During State Calendar Year 2025, TDOC will operate three residential therapeutic community substance abuse treatment programs, providing just over 350 treatment beds across two correctional facilities. These programs implement a therapeutic community using the RSAT model and are located at the following sites: Morgan County Correctional Facility (105 beds) and West Tennessee State Penitentiary (254 beds). The TDOC program incorporates a multi-phase treatment approach as outlined below:
Phase I focuses on orientation and identifying anti-social thinking patterns. Phase II centers on the main treatment, which includes substance abuse counseling and pro-social skill development. Phase III involves transition, reintegration, and giving back. Aftercare is provided following the completion of these phases.
