Description of original award (Fiscal Year 2024, $252,535)

CCJJ will implement a competitive process to identify the subgrantee(s) to receive FY 2024 RSAT funding. In April 2025, CCJJ will issue a Request for Proposals for the FY 2024 RSAT funds to all eligible units of local county and tribal governments. Completed proposals will be due to CCJJ in May 2025. A committee composed of individuals who are experts in substance use disorder treatment and the corrections population, and who are knowledgeable about evidence-based practices for treating the substance use disorders of individuals in the criminal justice system, will be established to prepare the proposal, review and score the proposals, request any clarifications or additional information required of applicants, and formulate recommendations for funding to be submitted to CCJJ. The funding recommendations will be presented to CCJJ for consideration and final approval at the Commission’s June 2025 meeting.  Subgrants will be finalized, and programs initiated by July 1, 2025. 
  
RSAT funds will be awarded to one or more applicants on the basis of the quality of the proposals received, while giving priority consideration to programs located in rural and tribal areas, including the applicant’s: need for RSAT funding; ability to meet RSAT requirements for jail-based substance use disorder treatment programs; plan to ensure continuing care/recovery support (aftercare) services following completion of the jail-based program and release to the community; plan to utilize evidence-based programs/practices; demonstrated success in meeting previous RSAT subgrantee program objectives where applicable; and ability to meet other requirements established by CCJJ.
