Description of original award (Fiscal Year 2024, $249,507)

The Residential Substance Abuse Treatment (RSAT) Grant Program has been a great asset to the West Virginia Division of Corrections and Rehabilitation (DCR) and to the state of West Virginia. Previous funding has permitted the DCR to train and certify treatment staff across the state so they may provide the highest quality of programming to offenders. As we are all aware, substance use disorder (SUD) is a disease that affects a person’s behavior and leads to their inability to control the use of legal and illegal drugs and medication. It is a complex but treatable behavioral health condition. This program has allowed DCR to provide programming and support to incarcerated individuals with SUD who are preparing for re-entry to society. These individuals need support, classes, behavioral therapy, self-help groups, and treatment plans to stabilize and control addiction cravings which contribute to relapse.

The funding received for the RSAT program has allowed us to provide felons treatment and addiction services during incarceration contributing to their rehabilitation. The treatment provided to these individuals through this program is the first step in their recovery. With continued funding, we are hoping to be able to continue to provide programs of the highest quality and evidence-based practices before release, ultimately aiding in the reduction of recidivism. This funding helps ensure a decrease in substance abuse within the system. If the funding is not provided, it is almost certain there will be an increase in offenders returning to jail and a substantial increase in SUDs throughout the state.
