Description of original award (Fiscal Year 2024, $244,521)

The purpose of the application is to request funding for the outreach and subaward to the state correctional system and local jail-based treatment programs that provide SUD treatment programming and services to incarcerated individuals during pre-trial detention, post-trial detention and re-entry aftercare.

Inmates assigned to residential substance use treatment programs have been identified as having serious substance use disorders. These programs generally last for a period of 6 - 12 months and at least 3 months in jails through the state of Nebraska. May support existing efforts to address OUD, including FDA-approved medications to treat substance use disorder, and counseling and behavioral therapies.

The programs will concentrate on the following objective: prepare offenders for reintegration into the communities from which they came by incorporating re-entry planning activities into the treatment programs; provide enhanced residential substance use treatment and re-entry outreach for incarcerated individuals; and improve staff coordination to ensure treatments are provided in an efficient manner.

Efforts will made as part of outreach through a RSAT survey from our RSAT TA providers to distribute throughout the state of Nebraska. Outreach efforts will be made to the county and local jail facilities by coordinating efforts with the Nebraska Jail Standards division, the Nebraska Statistical Analysis Center (SAC), Nebraska Department of Corrections and other criminal justice and mental health stakeholders to identify jail-based programs that could provide residential substance use treatment programs to incarcerated individuals.
