Project Purpose/Goal is: To provide treatment options to the cycle of addiction causing violence, crime, homelessness, and deaths by reducing the misuse/use of legal and illegal drugs, providing treatment and aftercare for SUD affected individuals within the criminal justice system.

Project Purpose/Objectives are: 1) To increase the number of state prisons, and local and tribal jails participating in residential, SUD treatment programs statewide, implementing MAT and other effective evidence-based treatment strategies. 2) To support prisons and jails to partner with community service treatment providers to administer jail-based, residential SUD treatment programs within their facilities. 3) To promote prisons, jails, and community service treatment providers to prepare RSAT participants for successful release and community reintegration.  4) To partner with community service treatment providers to provide a full continuum of effective recovery and aftercare services, including case management, supporting people released from a residential SUD treatment program. 5) To promote prisons, jails, and community service treatment providers to initiate or continue jail-based pretrial SUD treatment programs in pretrial populations during their confinement and in the community upon pretrial release.

Primary Activities/Deliverables are: Release a statewide RSAT funding opportunity for local governments, Indian tribes, private non-profit and for-profit community-based service providers to apply. MBCC staff will review subgrant applications, convening a MBCC Application Review Committee to develop funding recommendations to forward to the full MBCC for final awards. MBCC will review funding recommendations and award grant funds to approved sub awardees who agree to adhere to all RSAT, MBCC, and federal requirements. Subrecipients as they initiate their programs, will complete quarterly MBCC performance, fiscal, and federal PMT reporting, in their required formats. MBCC will finalize the federal PMT report and submit it through JustGrants. MBCC will monitor subrecipient programmatic and fiscal activities to ensure programs are being initiated, operated, and completed as required by MBCC, and the scope of the RSAT program. MBCC will submit a federal RSAT closeout package upon execution of the grant and full funds expenditure.

Expected outcomes include implementing successful and effective prison and jail-based, residential SUD programs and strategies, aftercare services, and if applicable, jail-based pretrial SUD treatment programs, effectively preparing and assisting offenders for successful community reintegration, thereby reducing recidivism rates. Programs success will reduce drug addiction, violence, crime, homelessness, and deaths.

The service area is statewide. Eligible applicants and intended beneficiaries are state agencies; local city, county, and tribal government agencies; and qualified community-based services providers.
