Description of original award (Fiscal Year 2024, $833,000)

The Progress House Association (PHA) is a private non-profit organization that operates the CHANGE Program, which is committed to improving outcomes for adult Black, Indigenous, and People of Color experiencing substance use disorders and co-occurring mental health issues. PHA plans to extend further into the community by working with subrecipients For the Culture, Royalty Counseling and Coaching, and the Rainier Recovery Center by enhancing treatment, recovery, and reentry services for 170 individuals across King, Pierce, Snohomish, and Thurston counties currently in state correctional institutions. PHA will expand treatment for those with substance use disorders and co-occurring disorders targeting treatments to address criminogenic risks and needs and specialized support for parents of minor children and pregnant and postpartum women. An evaluation will be conducted by Johnnie McKinley Associates, LLC, an Office of Minority and Women’s Business Enterprises entity.
