Description of original award (Fiscal Year 2024, $772,694)

The Arizona Department of Public Safety’s Scientific Analysis Bureau (SAB) proposes to further advance its mission to address the backlog of cases awaiting DNA analysis while improving testing capacity. The project entails implementing streamlined processing methods, replacing obsolete instrumentation, and modernizing outdated techniques. By maximizing laboratory space and maintaining cutting-edge DNA testing technology, the SAB seeks to maintain zero DNA cases older than 60 days and an average turnaround time of 45 days.

 

Over recent years, efforts by the DNA staff, coupled with enhancements in workflows, technology, and stakeholder education, have yielded significant progress. Previous Bureau of Justice Assistance awards have facilitated critical upgrades, increased staffing needs, provided necessary supplies, and supported required training needs.

 

Expected outcomes of continued funding include maintaining a zero backlog for cases over 60 days old and a zero backlog for the analysis of convicted offender and arrestee samples. The SAB aims to continue to update its aging laboratory design to accommodate expanded and more streamlined operations. Additionally, ongoing training for the DNA analysts on emerging trends in forensic DNA testing remains a priority, alongside the phased replacement of aging equipment and software.

 

Beyond backlog mitigation, the SAB is actively diversifying its testing capabilities to include examinations for unidentified human remains, missing persons, and other cold cases. This expansion hinges on sustained BJA support to train staff and procure updated equipment. Ultimately, these endeavors serve the overarching objective of generating Combined DNA Index System eligible profiles to aid law enforcement efforts.

 

The proposed project is designed to enhance the SAB’s capacity to address DNA analysis backlogs effectively while positioning the laboratory to meet growing forensic DNA testing demands. By leveraging grant funding, the SAB aims to continue advancing forensic DNA analysis, enhancing public safety, and delivering justice to all communities across Arizona.
