Description of original award (Fiscal Year 2024, $268,825)
The Oklahoma City Police Department Forensic DNA laboratory continues to see significant DNA case submission requests. During 2024, the DNA laboratory scientific staffing increased by three, however challenges in reducing casework exist while new analysts are in training.
The DNA laboratory is applying for FY24 Capacity Enhancement for Backlog Reduction federal award funds to assist with increasing the number of Combined DNA Index System (CODIS) eligible DNA cases which can be processed effectively by funding DNA analyst overtime hours to process backlog CODIS viable DNA samples as well as pursuing external vendor validation services for DNA sequencing technology. By funding analyst overtime and validation assistance, this project anticipates delivering an increase in CODIS profiles as well as improving turnaround times on outstanding DNA requests while managing other laboratory demands.
Additional genetic analysis software will improve mixture assessment on additional casework and allow fuller utilization of probabilistic genotyping software.
The department also intends to expand DNA casework capacity by adding and replacing existing laboratory instruments. Two new differential extraction robotics will replace obsolete and aging instruments. The laboratory will improve capacity for screening of biological stains as well as manual plate set up sample tracking. These are expected to maximize the capabilities of the laboratory due to staffing expansion.
Funding is also being sought to allow four analysts to attend DNA training conferences to meet continuous education requirements as outlined in the Federal Bureau of Investigation Quality Assurance Standards.
