Jubilee Housing Inc. provides comprehensive individualized reentry services to returning citizens in Washington, D.C., through its Reentry Transitional Housing Program (RTHP). The project’s purpose is to help returning citizens achieve stability and successful reintegration into the community after release from incarceration by providing stable housing and supportive services, thereby reducing recidivism in the D.C. area. Jubilee Housing provides affordable housing and wraparound services to low-income families in resource-rich neighborhoods in the D.C. area. The RTHP is part of a larger mission to counter social inequities by meeting essential needs of under-resourced individuals so they can pursue lasting stability and social and economic progress.

RTHP offers up to one year of transitional housing with evidence-based and trauma-informed care, including recovery support, employment assistance, financial literacy education, and other services tailored to individual needs. The project’s primary activities include prerelease outreach, assessment, and referrals, which is conducted before release in partnership with the D.C. Department of Corrections, with whom Jubilee Housing has a Memorandum of Agreement; post-release case management, supportive services, and 24-hour structured support; and a final external evaluation in partnership with the George Washington University researchers.

The program has a demonstrated history of success: since 2011, RTHP has served more than 200 returning citizens and achieved a three-year reconviction rate of 11 percent, compared to the city’s average of 36 percent.
