Alameda County (AlCo) is the seventh most populous county in California and encompasses a diverse geographic landscape spanning 813 square miles, 14 incorporated cities, and 9 unincorporated areas. AlCo is boarded by Contra Costa, San Joaquin, and San Mateo counties. Located at the heart of the Bay Area, AlCo is home to an estimated 1.9 million people who are 37.98% White, 31% Asian, 10% Black or African American, 0.7% Native American, and 0.8% Native Hawaiian and Other Pacific Islander. AlCo's geographic and demographic diversity make it a place where individuals and families thrive. Unfortunately, this diversity is not immune from hate crimes. However, the presence of tourism, robust economic activity, and role as host to the foremost academic intuitions in the nation uniquely position Alameda County to serve as a leader demonstrating the power of multi-disciplinary strategies targeting hate crimes.

The Alameda County District Attorney’s Office proposes the “Alameda County Hate Crimes Prevention & Vertical Prosecution Demonstration Program (Demonstration Program)”, a four-year effort to enhance culturally responsive prevention and intervention services for victim/survivors of hate crimes, while holding accountable those who spread hate and harm our communities. Central to the design of the Demonstration Program is enhancing the prevention and identification of hate crimes. The Program is based on a multi-disciplinary approach specifically designed to 1) increase victim reports of hate crimes, 2) enhance the delivery of victim services, 3) increase law enforcement identification of hate crimes, and 4) enhance cooperation of witnesses by directly addressing the challenges in these investigations and prosecutions. Primary activities include public awareness campaigns, inclusive community information sessions, training courses for law enforcement, dedicated hate crime victim services, and major stage vertical prosecution. All activities will be accomplished with enhanced communication to victims to increase their connections to healing and grow their capacity to engage in the criminal legal system procedures.
