Description of original award (Fiscal Year 2024, $136,263)

The Chippewa Cree Tribe is a federally recognized tribe located in Hill County, Montana. With this funding, the Chippewa Cree Pathways to Justice Project will initiate a thorough strategic planning approach aimed at reforming the entirety of the justice system. The Tribal Community and Justice Profile has outlined numerous significant challenges that the tribe intends to address, including but not limited to, high rates of substance abuse and addiction that lead to associated crimes such as drug trafficking, domestic violence, and property crimes; and insufficient victim services and support systems, leading to underreporting of crimes and a lack of healing and justice for victims.
The strategic plan will serve as a roadmap for implementing evidence-based practices and innovative solutions across the entire justice system, with a particular emphasis on a victim-centered approach to justice. The plan will include improvements to restorative practices, victim services, and engagement, ensuring that the needs and voices of victims are prioritized throughout the process. By taking a comprehensive, system-wide approach to strategic planning, the Chippewa Cree Tribe aims to create lasting positive impacts on crime reduction and public safety within the Rocky Boys Indian Reservation. This strategic plan will guide future programming efforts beyond the scope of federal funding, ensuring sustainable progress towards a safer and more resilient tribal community.
