The Confederated Tribes of the Colville Reservation (CTCR) is a federally recognized tribe located in northeast Washington. The service area spans 1.4 million acres, covering two large rural counties in northeast Washington State. With this funding, the Probation Department will hire a new Reentry Coordinator (RC). The RC will hold duties of monitoring inmates during pre-release, while in transition, and six-months following their release from the CTCR Correctional Facility. The RC will assist the client in initiating the reentry process via leadership through: behavioral health programs; coordinating mental health; substance abuse counseling services; identifying housing needs; employment; educational and vocational services; and finding services to continue ongoing compliance with CTCR Tribal Court Orders. Tribal correctional staff, inmates, and families of inmates have long known that the tribe's current state of reentry is limited to probation and compliance checks for court orders rather than connecting probationers to much needed services for those individuals transitioning back to daily life in the community. To address this gap, the RC is expected to braid together various existing tribal services to serve the needs of probationer and meet the goals and objectives of the probation program. It is expected that that the probation program will see a marked decrease in active probation clients, and clients with warrants. The current tribal enrollment count is over 9,000, with 24% of families living in poverty and an unemployment rate of 8.3%. The probation program is currently serving 79- active probation clients, and 128 probation clients with warrants.
