The Kentucky State Police Forensic Laboratories (KSPFL) serves as the sole forensic laboratory system in the Commonwealth, relied upon by all law enforcement agencies and courts. Ensuring that KSPFL maintains well-trained analysts, performs reliable testing, and adheres to a quality management system is crucial. Deficiencies in the laboratories can significantly impact the criminal justice community, necessitating funding for training/travel.

The Kentucky Office of the State Medical Examiner (KOSME) provides death investigation and forensic autopsy services for deaths occurring in Kentucky when authorized by County Coroners or the Court. All sudden, unexpected, or non-natural deaths must be reported to the County Coroner, who may then authorize a postmortem examination by KOSME. Funding for equipment replacement and upgrades is requested as a subaward.

The first initiative focuses on training, vital for growth and improvement in laboratory efficiency, quality management, and employee development. With approximately 130 analytical staff, KSP Laboratories seek funding for representatives to attend training and professional conferences. Continuous education is essential for keeping up with industry advancements and improving testing quality and efficiency. High turnover rates have resulted in many new analysts needing basic outside training. Without Coverdell funding, analysts, supervisors, and managers lack resources for essential training.

The second initiative seeks funding for equipment replacement for KOSME locations in Louisville, Frankfort, and Madisonville. In 2023, KOSME performed 2,887 autopsies, with many related to drug overdoses, particularly opioids. This increase has led to higher consumption of supplies and depreciation of equipment. New instruments, such as autopsy saws, blades, and gurneys, are critical for maintaining the quality and efficiency of postmortem examinations. High-quality cameras are also needed to document injuries accurately for legal and identification purposes.

The third initiative requests funding for overtime for managing this grant by the Kentucky State Police (KSP). Grant administrators will work overtime to process purchases in compliance with DOJ guidelines and state statutes, ensure correct submission of training/travel requests and associated reimbursements, and gather/report award metrics.

In summary, these initiatives aim to ensure KSPFL and KOSME continue to provide high-quality forensic and medical examiner services by securing funding for training, equipment replacement, and grant management. This funding is essential to maintain the integrity and efficiency of forensic and autopsy services, benefiting the entire criminal justice community in the Commonwealth of Kentucky.
