The Wisconsin Department of Justice’s proposed Youth Crisis Stabilization and Detention Reentry program aims to fill gaps in Juvenile Detention Centers (JDCs) mental health and substance use disorder assessment, treatment, and reentry services. The program will fund and train facility staff in evidence-based mental health and substance use disorder screenings and assessments. The program aims to increase the availability of treatment for these disorders within facilities and for youth reentering the community.

The program will serve JDCs across Wisconsin. Anticipated partners include Racine Juvenile Detention Center and Rock County Juvenile Detention Center in southeastern Wisconsin, and Northwest Regional Juvenile Detention Center in Eau Claire Wisconsin. The goal of the program is to strengthen communication and service channels between facility staff, county social workers, and community-based providers. These relationships will increase the number of youth with mental health or substance use disorders who receive continuous treatment during and after detention.

This program will serve youth aged 10-16 placed in JDCs. Approximately 1,707 youth will be screened for a disorder during initial intake. An estimated 225 youth will be assessed for mental health or substance use disorders and receive treatment within the JDC and during reentry. Facilities will provide evidence-based assessments and treatment through qualified clinical staff.

The program will supplement existing Title II Formula Grant Funds by focusing on an area of the juvenile justice system not supported by Title II. If awarded, this funding will support needed reforms and resources for detention facilities and later system involved youth.
