Description of original award (Fiscal Year 2024, $299,153)

The City of Tuttle, Oklahoma, faces challenges in police operations due to limited resources. With a population of about 8,300, the Tuttle Police Department (TPD) has 14 officers, 6 dispatchers, and 1 animal control officer. TPD struggles with an outdated records management system (RMS) and an excessive caseload for its sole detective.

The current RMS is a basic repository for incident reports, lacking analytical tools and integration with the computer-aided dispatch (CAD) system. This inefficiency hinders field operations and data access. TPD  hopes to purchase the Public Safety Pro RMS from Tyler Technologies, which will integrate with CAD, enhance data analytics, and streamline field operations.

Additionally, TPD's single detective handles nearly 250 cases annually, limiting thorough investigations. The project plans to create a new detective position focused on violent crimes, reallocating resources to balance the caseload and improve investigative efficiency. The new RMS will facilitate improved data collection and strategic planning using the SARA model.

The project aims to modernize TPD’s data management and enhance investigative capabilities, ensuring better analysis, response, and investigation of violent crimes, ultimately increasing the departments investigative capacity, improving public safety and reducing violent crime.
