The 29th Judicial Circuit Driving While Intoxicated Court Enhancement Initiative is a collaborative court enhancement project to better serve offenders with alcohol other substance disorders in Jasper County, Missouri. Jasper County has eight high poverty census tract areas with more than 20% of the population living in poverty based on 2013-2017 census data, a federally designated Qualified Opportunity Zone habitually affected by poverty and chronic substance use and present greater demand and need for services than the county can currently provide. The county is invested in offender treatment and committed to jail-based disorders screening and other connections to treatment for successful offender recovery. Specifically, the project seeks to: expand program enrollment by approximately 40%; add missing All Rise treatment court key components; fortify underperforming All Rise key components; and ensure data collection and conduct a mixed methods program evaluation to provide feedback, gauge project performance, and inform sustainability options.
