Page County is seeking to enhance and expand the treatment and supervision services provided by the Page County Adult Drug Treatment Court. Located in rural northwest Virginia, Page County ranks among Virginia localities with the highest drug crime and property crime rates, ranked five out of 95 and 24 out of 95, respectively. According to 2021 National Opioid Misuse Community Assessment Tool data, Page County was among the highest-ranking counties in Virginia for drug overdose mortality. The 2018-2021 drug overdose mortality rate in Page County was 47.3 per 100,000 residents, 143% of the Commonwealth rate (33.0) and 129% of the national rate (36.8). As proposed, funding will be utilized to: enroll 20 participants per year, totaling 80; expand program enrollment opportunities for high-risk/high-need offenders by reducing barriers to entry, particularly among rural offenders and those with more extensive risk profiles; enhance community supervision capacity by assigning additional law enforcement officers and improving curfew and GPS monitoring capabilities; expand and enhance the provision of treatment services by funding more comprehensive clinical assessment tools and more psychiatric evaluations, funding additional training opportunities for clinicians and case managers, and expanding evidence-based treatment curriculum; directly improve the social determinants of health among drug court participants and their families by providing basic needs directly to participants and improving access to complimentary services and recovery capital; and expand and enhance program evaluation services and provide research services toward assessing and addressing Page County’s rural housing needs.
