This Project Safe Neighborhoods (PSN) grant will address the rising violent crime rates in Rhode Island's urban corridor, focusing on the cities of Providence, Pawtucket, Central Falls, Cranston, Warwick, and Woonsocket. These communities, which form a densely populated urban area, face similar economic challenges and violent crime issues. The District will implement a comprehensive strategy based on PSN design features of Accountability and Focused and Strategic Enforcement. Key elements included are
Intelligence-Led Policing - Enhancing the PSN Urban Corridor Intelligence Project to improve information sharing and targeted enforcement across jurisdictions.
Updating violent offender target lists and implementing a uniform system for entering PSN targets into the statewide records management system.
Multi-Agency Collaboration - Fostering partnerships between federal, state, and local law enforcement agencies to address the increasingly mobile nature of violent criminals and gang members.
Implementing critical incident screening and response models to reduce violence and retaliatory actions.
Gang Task Force Initiative - 30% of funding for law enforcement work focused on gang-related activities, addressing challenges such as gang-related violence in nightclubs, drug trafficking, and firearms tracing across communities.
The Rhode Island Public Safety Grant Administration Office (PSGAO) will serve as the fiscal agent, leveraging its experience in administering federal criminal justice grant programs. Data collection and performance measurement will be managed by PSGAO, utilizing the Performance Management Tool (PMT) reporting system. Sub-recipients will be required to submit quarterly performance data, which will be validated and uploaded by PSGAO. The Providence Police Department will be the primary law enforcement partner, with other urban corridor police departments potentially receiving funding for PSN-approved activities.
