Description of original award (Fiscal Year 2024, $899,682)

The Maryland Department of Public Safety and Correctional Services (DPSCS) will use funds to address the critical nexus between education in prisons and post-release employment, aiming to provide transformative opportunities for successful reintegration into society for incarcerated students in Maryland’s higher/vocational education programs. By focusing on the continuum from education within correctional facilities to employment opportunities post-release, DPSCS seeks to break the cycle of recidivism and empower individuals with the tools for sustainable success.

Research demonstrates that access to quality education while incarcerated not only reduces recidivism but also provides equitable access to programs for participants. This is demonstrated through Goucher College’s 5.4% recidivism rate and 76% reduction in infractions for participating incarcerated students, compared to the national 43% reduction in recidivism. By nurturing skill acquisition and personal agency, these programs lay the groundwork for fair-chance employment upon release.

Formerly incarcerated individuals face formidable barriers to accessing employment opportunities. Stigma and limited academic/vocational skills hinder their prospects for meaningful employment, perpetuating cycles of poverty and recidivism. Integrating education with dedicated personnel, reentry support services, and workforce development initiatives breaks down these barriers. Gainful employment provides economic security and gives individuals the skills crucial for navigating the challenges of reintegration and leads to family stability.

DPSCS proposes a multifaceted approach to empower incarcerated individuals with the education, skills, and support for reentry and employment. Collaboration among state agencies, higher education providers, and community-based organizations facilitates a comprehensive program responsive to the needs of incarcerated individuals.
Moreover, this project expands existing partnerships with fair-chance employers and workforce development agencies to create pathways to employment. By offering internships, job placement assistance, and ongoing reentry support, DPSCS will bridge the gap between higher education and employment. By investing in education and reentry services, we are also investing in the potential of every individual to lead fulfilling and productive lives.
